Menu fixed when scrolling page

I took the menu from the top and put the logo below.

I was wanting to slide the page, the menu was over the top, like the theme News2. I searched and tried about 5 tutorials on the web and could not.

I am working on localhost.

I moved menu below logo. Now, i want menu stay fixed in top when scrolling page.
