What is a Plugin called 'parameters' ?

Hello,

I'm using Rockwall for a website that I make.

When I'm looking for another plugin, I see the plugin called 'parameters'.

What is that ?
This is my first time see this when working with Gavick Template. I using Startup and Social before, and they doesn't have this plugin.

Can I remove it ?

Sorry this is used while creating template. I'm guessing someone just removed the files and forgot to remove the plugin information from database. Please do not worry about that, it will not bring any problems. I'll inform programmers to remove it from quickstart package. Thank You for reporting.
