Blocks in the wrong place - module position bottom1

I have had this problem and have checked all of the settings about 100 times. :(
I can not work out what is wrong. All the modules at the bottom just pile up on eachother in the same place...

There are 4 modules in this bottom1 position, the same thing occurs when i use bottom1,2,3 or 4.
Please if anyone can help me fix it, that would be great, thanks.
