How to Edit Template Pages

Is there anyway within the wordpress control panel to edit your templates pages (contact form, gallery page, etc..). Would be nice to add/subtract features on those templates without having to hard code the CSS files.

You can do this with contact page template (check page additional params on contact page dashboard).

Other templates you can edit only by changing the code.
Check StoreBox/template.archive.php .., contact, gallery, latest etc.

one thing i would need on the contact page is a Subject drop-down menu where the user would have to chose a preset subject. Something like this would work well (it also includes a map):
