WC Logging: Log directory (woocommerce/logs/) is not writable. Logging will not be possible.

Where can I find it?

So I can change it to 775 0r 777 ?

Ask your hosting provider, or start with 777 and slowly decrease privileges. You can change privileges with ftp client.

I am looking at my files on our vps server via Dreamweaver

we can not find (woocommerce/logs/) any where !

Is it possible the quick install skipped installing that directory?

No, it should be there and is there in quickstart package.
The folder is:
/wp-content/plugins/wocommerce/losg

You could simply recreate it.
