News over TEXT in all Animation Types except Horiz

I have the Highlighter set to show a News Wire Feed (Category News Wire). I am having an issue where the News Wire is showing over the TEXT News Wire and arrow buttons in all animation types except Horizontal Stripe.

I have:
reinstalled the module
changed ownership permissions
changed folder permissions

The only change that I am aware of is a change in the PHP handler from dso to suPHP.
