Hiding the Highlighter Module

I'd like the Highlighter module to be "hidden" if there are no published articles in the designated category. Are there settings I'm missing that make that possible?

I'd also like to use the entire space to display the article content. Meaning I don't want the "Hot News" title text to show up at all. I find that the background color is enough to draw attention to the space.
