This one is showing when site os set offline and is kind like a side element of template without any module positions so no registration can be set there.
But I believe it can be modified to have such functionality. A file with login popup is in offline.php file, so You should be able to do this change there. Unfortunately this is a customisation request so I cannot assist you with this.
