Hi,
I'd like to know if the website must be online for weather module to work or could it works well installed on a pc with xampp server.

Feed is generated based on yahoo weather so to get feed you need internet connection - in short words, it will work on localhost but you need internet connection.

Maybe your localhost settings block cURL extension to get data from remote server - the easiest way is to test the module on 'live' site.
