Error and white page on Extension Manager: manage

hi,

I just installed this template on my local laptop and made some customizations on it such css, logo etc. Actually I really didn't remember what I have done on it, so when I tried to access the Extension Manager > Manage to uninstall the unused templates, I got the white blank page on it only on this section (Extension Manager: Manage).
It's maybe because of I tried to install the rest file of this template (modules and plugins) and unfortunately another copy is already installed (error notifications) but I'am not sure.
On this situation, I tried to solve it by my self, by turned on the display error setting through wamp > php > php settings > display error.
what I got here is the table of error also on frontpage of this site.

questions:
1. Is it normal error issue when I ignore it by turn off the display error?
2. How to solve it? or please provide me some links?

Sorry, but I've never seen such error before. I would start with reinstalling admin panel than if this will happen again I would say it's because of one of the extensions, so You will need to try remove coupme of them to make tests.
