In regards to the menu, i think that every items of your menu are in the same (first) level, if you want to achieve dropdown, you have to move some items to the next level (submenu), see an attachment from WP dashboard.
Check also News -> Template Options -> Navigation -> "Depth of Main menu" option should be set to "all levels"

Impossible. Please check again Theme Features menu item next to the News logo. (Only Theme Features have drop down submenu).

Maybe you installed only theme, not quickstart package? how did you install it?
