Registration not working, fresh quickstart install

I Installed quickstart, made some minor customizations and discovered registration did not work. If I registered on site it would accept the information and direct me to the login page with no error message. I try and log in and get "Username and password do not match or you do not have an account yet." Which is true, I look under admin and an account was not created.

So I go into admin and create a "registered" level user there, that creates just fine. Try and log in to web site and get "You cannot access the private section of this site."

Change that user to a "super user" in the backend and it logs in the front with no errors.

I figured I must have made an odd configuration error somewhere so I deleted entire site, created new mysql database and user and redid quickstart. This time did zero customization. Same exact problem.

. sorted under public the action was set to stop logins.....
