Class 'JComponentRouterBase' not found

Hi
I get this message when I start the frontend:

Fatal error: Class 'JComponentRouterBase' not found in /var/www/vhosts/ce-trade.de/httpdocs/components/com_content/router.php on line 20.

And I get this message in backend when I want to see System information.

I don`t find any solution.

It looks like a general Joomla problem. Have you found it in newly installed quickstart or in a site that was online for some sort of time?
