How To add a new module position/region

HI
The current logo is too small for my needs so I disabled the logo. I would like to replicate the top bar (where menu is) and add another one above that is about 60 px high and have the logo there on top and a banner ad next to it.
Where is the code situated to do this and how do I do this.

You will find all information about adding additional module position.
When module will be published, then some css modification will be needed to place things correctly, but before You place that element on live site, I can't provide working css.
