Changes soemtimes don't show for hours

I am using the News template and for strange reasons sometimes when i change something, for example the size of image thumbs or the picture in an Article the changes need minutes or hours to show in frontend. Now this makes customizing the Template a small horror because i never know how the changes i made actually look and if the changes i made are having an effect at all. I disabled the cache, i deleted it hundreds of times. I also deleted everything in my browser (cache/history). Still i don't see my changes take place immedietly.

PS.: I am not talking about the time Offeset Problem which occurs with this template as well. This has nothing to do with publication of articles.

Hi,
it maybe associated with two options:
1) You have enabled cache in Global Configuration
or
2) This is "problem" with server settings - it's often good because your server cache also database - it makes faster. But to be sure ask your hosting provider. About that.
