403 error when submit a web link

When I try to submit a web link I get a 403 error. I do not get this error when I am logged in as a super administrator.

Can you please provide advice on how I can fix this issue?

I am using Joomla 3 with the publisher template.

Because user account has to be authorised to use weblinks which joomla 3 checks and sees the user account did not have enough permissions to submit weblinks there for you had 403 not authorized error : )

Go to Components > Weblinks > Options > Permissions tab and give your user group enough permissions to allow tasks in weblinks.
