Offline Page Editing

Good day

I am finding it difficult to locate where I can edit the offline page.
What I would like to do is change the colour of the text from orange to a colour of my choosing.

Please could you tell me where would I go about locating this? Is it within the Joomla interface on the site's backend, or in the raw html/css coding?

gk_startup\css\system\offline.style1.css (or style2, 3 depending which you chosen)
