How can i change those words?

Hello all, where can i change those words"welcome to Washuptio's'..."? i knew how to change the "favicon.ico" but i can't find where to change that tag name.

Well, its quite simple if You know where to look

Go into menu manager and edit menu entry for a page, where You would like to change page title.
Now go to Page display options tab on the right and set title.
You might also find some useful options in Metadata options tab.

By the way, do you know how to change the login function, use email address as username?

Joomla doesn't have this kind of functionality. You would need to search for a plugin allowing that.
