Topmenu dont work in tablet or mobile devices

Hi im woring on the tamplate Game News and have some small issues.

First of all in tablet and mobile layout the topmenu is in the bottom of the page. Can i change that and how?

The next thing is that the topmeny dont work in tablet or mobile devices, when i click the Wiki menu its dont open its go to the top of the page.

Hi,
I tried on my Galaxy and I saw TopMenu with characteristic [=] menu and above second menu, and all bottoms menu.

Th eonly issue what I saw but duplicated bottom menu with 'Home Blog Download..." but you can disable showing selected module using suffix on mobile devices.

Do you get the submenu if you on your mobile or tablet device click on the buttom menu ex: Wiki.
When i click on the Wiki menu at the bottom menu i get scroll upp to the top of the page. I cant see the submenus under ex. Wiki

I have try 3 different mobile devices and one new Samsung Tablet. It,s alla the same.
Can you please look in to it?

My other issue is how (if poosible) to get the buttom menu on mobile or tablet divice on the top of the page not at the bottom.
