Problem with installation - permissions issue?

I'm trying to do the quickstart installation and running into an error that looks like permissions. I've tried changing permissions but no luck.

Could you try with clean package from joomla.org ? In my opinion this is hosting issue, secondly to run properly J!3.0 magic_quotes option should be disabled.
