Color of Article Title

I need to change article tiltle color.

I found solution for size:
tmpl/layout.parts.php line 25

INSERT : style="font-size: 22pt" AFTER <h4

NOW I NEED CHANGE COLOR.
I think it is most important part of design.

I tryied insert style="color: #0000FF; font-size: 22pt" like in example above, but it did not work! Color remains black. Please, help me.
