CSS Doesn't Load Internet Explorer

For some reason when I load the website using Internet Explorer 9, the page seems out of whack. Possibly the CSS not fully loading?

Also, when I set the home page to Registed, for some reason the Login page always shows "please login first" multiple times.

I've seen such problem before. Site got fixed while reinstalling the template. Please try it.
