Category List Pagination does not work

On www.usadb.us/court, there ar ea number of category list pages. A few categories have more than 10 articles. So. this causes the page to display 10 articles per page and place the page controls at the bottom.

The problem is that when you click on 2 or next, it des not go to page 2 ...page 1 gets reloaded.
