Cache issue?

I'm trying to build a website for our local inline hockey league, but I'm stuck with a problem.

The site loads fine, but no matter what menu selection or link I click, content doesn't change. URL changes, but content stays the same. If I go to the backend and clear/purge cache and then click on a link, that page loads, but then I'm stuck again on that page until I clear the cache again and I can load another page... once.

How do I fix this?

Is the same issue happening if You disable cache ?

Yes. I've spent about 2 weeks trying every imaginable combination of settings (except the right one).

I think such behaviour can be connected with hosting. Not having a working mod_rewrite will act just as that. Anyway please send me an access to joomla panel and ftp.

After thinking. Show this to hosting provider as well. Better chances of having this solved fast.
