Even after installing the template, it doesn't work

Even after I installed the template, I can see only the background image and home button. Nothing else is visible.
I am new to this, can anyone please help.

What type of package you use - clean template or quickstart ? If you install clean template and don't have any content, published modules etc. this is normal view. With database created, assign a user account to this new database with full permissions control over this database.

Could you also elaborate how this is done

In short words this part means that you need a database name and database username + password. User should have all privileges (set permissions to full read/write).
