language file does not seem to work

Hopefully this post will get a reply. I have loaded up the theme for jomsocial - and basically it seems the language files do not work - or nothing is replacing the field names in the jomsocial reply.

Just want to report that this is not a bug and its resolved. It is an issue with the php.ini file permissions if anyone else has this issue - try disabling your php.ini file
