Refreshing Issues

I don't know if the problem is on my side or in joomla.

But last few days when I do a change to the template,i cannot see the change for 15 minutes.I delete the cookies and cache from the browser but still no efect.

Any idea?

How to check date of joomla template?

If you have cleaned / disabled all caches including your browser then only possible explanation is if your hosting uses cache / e-accelerators.
