Template manager:edit style won't load

I've installed the 1.7 Finance Business a couple times after a Jupgrade process and the "Template manager:edit style" won't load (see photo).
Is there a plugin missing or turned off??
Also, when I turn on the template, nothing shows up.

Solved. This is what happens when you install v1.5 instead of v1.7.
