Some tweaks to the template (customization)

I know a previous customer posted a question about some customizations he wanted, and I need the same. I am also willing to pay to get these done.

#1. I would like to remove those dashed lines on the main menu and title headers like "Home". Instead of the dashed lines, I would like solid lines.

#2. I would like to get rid of the grunge gray/black effect on the main headers like "Upcoming Events" "User Login" "Social Networking" "Home", etc. I want this to be done on all pages.

#3 I would like to have a larger horizontal image that would span from one side to the other (I gave an example image - test_image2).

Let me know what you guys think. Is this all code customization? Again, I am willing to pay (hopefully not a lot though!)
