How to create module positions in music city 1.7 (template.xml etc)

I noticed that it's different in joomla 1.7 compared to 1.5

I wanted to create header3, and header4.. exactly the same as header1 and header2..

So, I edited template.xmland created positions header3 and header4.
But the index.php in the template does not include the jdocs etc etc code that i thought would be in there.
(i also edited template.css but probably the wrong way:( )

Where do I go to further edit the module positions so the they appear on the site when i do ?tp=1?
Right now they are invisible.
