index.php?tp=1 not working and mobile link?

1. Hi, at my installation, adding index.php?tp=1 results into no action. What should I do? Could it be becouse of multilanguage plugin?
2. I would like to add extra positions, like top 13-18 or user 13-18. Which is the best way doing that?
3. How can I see in my desktop version the iphone version, without choose iphone layout as default for desktop? There must be a link to mobile version, I realy like to add a link on my desktop version to mobile version/s
