Print.css seems to have no effect at all

Hi all,

I tried to change the border color.

#gkPrintTop {
border-bottom: 1px solid #005587;
margin: 0 0 10px;
padding: 20px 0;
}
#gkPrintBottom {
border-top: 1px solid #005587;
font: italic 11px/14px Veradna,Arial,sans-serif;
margin: 10px 0 0;
padding: 10px 0 20px;
}

but it doesn't seem to have any effect someone advice?
