Add 2 module positions below header 1

I'd like to add 2 mod positions under neath Header 1 and Header 2 ( call them Header 3, 4 ).

What would I need to edit besides the template details... Ideally 3 and 4 would each be 50% of the width of Header 1...

For example in my website:
Header 1 is 640px in width ( so 3 and 4 would each be 320px in width )... I would add another object to Header 2; so, it was the same height with the new content in 3 & 4 if that makes any sense...
