Change Theme Colors

Unable to change parameters in theme backend. I assume permission issue.

Installed quickstart

I also changed it in database also and it just reverts back once if you change anything else in template settings.

Any ideas on this. I tried to reinstall again and still cannot change any admin functions.

EDIT: I figure out it is reading wrong on the template color at least on mine. Green is actually Blue and all other are messed up as well.
