or
layouts\blocks\footer.php
(template folder)
or
be smart guy and use custom php/js plugin/module instead of hardcode in template files.

1. Create a moudle HTML.
2. Insert code of yandex-metrika in HTML-moudle.
3. Public in footer part of youre site.

1. Создай HTML-модуль
2. вставь в него код счетчика Яндекс-метрики и сохрани.
3. опубликуй его во всех пунктах меню и укажи в качестве места расположения footer
и всё будет тебе счастье.
