Problems with Boutique Quickstart!

I uploaded the J 3.1 quickstart files with FTP to my folder and when openeing the site http://www.designerwarebilliger.de the installation instructions are there. However, when trying to change the language to german it is an endless loop and nothing happens... It shows, that there is still a process in progress??? When reloading the page it shows german as selected language, but when filling out the rest and clicking on 'Next' the same happens!

I am not knowledgable in PHP, MysQl, etc... so please give me an exact instruction how to fix it!

I need to have J 3.1.

Please advise!

Quick Update:

I uploaded the Joomla_3.1.5-Stable-Full_Package_German Files via FTP and the installation is working fine.

So it seems to be a template issue. Waiting for help.

I just read following in your quick start tutorial at http://www.gavick.com/magazine/how-to-i ... start.html

"Installing Joomla is as simple as placing the (unzipped) files in the web directory, copying a settings .php file, and then navigating to the Joomla domain URL. Uploading all Joomla! files takes some time, so grab a cup of coffee or use Akeeba Kickstart script to unzip file in few moments."

What is meant with ' copying a settings .php file'? Where I get this file and where to copy it?

Maybe that is the problem?
