Unexplained "deskdtop" version switch

party freak v1.2/jooml 1.5.20

Occasionally when loading the site, instead of the intended normal version, a "desktop" version pops up without any of the styling. If I click the small "desktop" text link, ill end up with a page that look "normal" but the url says mysite.com/?ui=desktop <<<not sure about that url, doing it from memory. I didn't know this version existed and I assume it has its purposes, but can someone tell me if and what script controls this.

I'm going to assume this is happening because I'm using an optimization plugin (JCH Optimization), and some script or css file should be caught in its web, but I don't what script/css to look for so I can instruct the plugin to ignore that file. If you think it can be something else, please let me know.

Probably you have wrong permissions on params.ini

Ok, what's confusing is there seem to be a couple of these from what I'm reading in various places depending on directory. The one in my sites root folder had a 600, does this sound correct, I though all files in joomla were supposed to have 644, except for the configuration file, and that the directory folders should have 755.

Should I try 644 on this root php.ini file?

params.ini file must be 644 and not 600 because this way cannot be readable ;)
