Inadvertantly Deleted Top Menu - Is That a Problem?

I inadvertantly deleted the menu named "Top Menu". And that deleted the "Top Menu" mod_mainmenu module also. I see no effect on my site so far. But it makes me nervous. Should I be concerned? Is there a way to restore it without going thru a complete reinstall?

The site will work without it without any problem, but You always can create a new menu and place with mod_mainmenu at this position.

So it's just a menu module with a location specified, but no real content or place in the default template? (I'd just like to make sure I understand.)

Yes. The only menu that You should worry about is Mainmenu. It's build in the template, so loosing it may be bad. All other menus can be removed/replaced.
