Hi

Try going to Global Configuration area, select the System tab, and in the Cache Settings field off to the right, you'll notice a drop down menu that will enable you to turn the Cache to off.

Be sure to save.

Cheers ;)

It is exactly how cache works, Joomla cache plugin is not so smart to refresh cache when new content is added, page is reload only when the cache time expire. Please also cache settings in your browser, I've notice that chrome usually store cache extremely long so the best option is run CTRL+R (CMD+R) to reload page.

Your system cache is surely disabled ? Maybe you mysql database has some cache issue, the easiest way to check this is create a copy of your site in localhost.
