No way to change oder to menu items

There is non way to change order to main menu items...
I tried to re-order them by clicking on up and down green arrows, and by changing order number (in the list of menu items or in the list of item parameters, by clicking the menu item).
They change place and number in backend, but online nothing happens
I'm using 'Finance' template.
Any idea?

After rearrange items in your administration panel click 'Save' button on the top of the list.

I did it already, and in backend the items keep the new order number, but online there is no change...

try clear your cache, maybe it remembered it
