The law requires for preventing the third-party cookies as google analyitcs, the plugin Cookie Consent does not, or yes?

sorry but we do not know all available plugins on the Joomla market.
Probably you have to read more careful descriptions on JED.

In EU countries you have to just inform people that your page uses cookies and they can change that settings in their browser. And if they click [OK] it mean that want to browse further.

Besides GA have it's own private policy.
