Tabs don't work, Highlighter doesn't work

I did a fresh install of the template and before changing anything two problems occurred. The tabs wouldn't work and neither would the highlighter like they do in the demo. No matter what settings I change in the tabs module I can't get it to work The News highlighter doesn't work either. There was an option in its module to turn off mootools but that didn't fix the problem.

I tried updating to the newest version of Joolma but that didn't help

Also the menu animation doesn't work
