How to edit cookie law text and detail page link

Hi,
I want to translate cookie law text and link to detail page but I can't find it.
Is it a module or something else? Where to edit it?

Hi,
code it's inside template core files,
but whole text it's inside template language file (.ini), which is in language folder :ugeek:
