I found a solution i must change in the right order IDs for a page block, but i have another question where i can change or add new IDs for a page block

Please navigate to Appearance -> Customize -> Features section and here you should find "IDs for the Frontpage Blocks" option.

How to add new anchor point i dont have optin in Appearance -> Customize -> Features section and here you should find "IDs for the Frontpage Blocks" option.
