Cookie Low - hide Tag

I need to hide Tag placement from every page and allow only the banner at the beginning to push from the top. also I need to know how to put a link to an article explain the cookie.

Our cookie solution is quite basic, if you need more features, customize its code or disable and use addcional plugin instead.

Where can I find the layout of the cookie low plugin ? ... to try add the link to the article that explain the cookie option for users .
