I use News template.
How can I have an dropdown effect on a menu, position sidebar.

You would need to create some css and js declarations. (Perhaps copying them from main menu and correcting so its more flyout menu than dropdown menu).
Sadly, we don't support this kind of customization.

If your css and js skills are not good enough, perhaps asking some freelancer frontend developer for help would be a good idea.
