Problems with monitors with a resolution of 1024px

There are still many monitors with a resolution of 1024px. The "News template" does not adapt well to these monitors, because the "sidebar" is shifted down the page. Is there any solution, some script to fix the sidebar and make the template be automatically resized to low resolution monitors?

you can always reduce default template width from 1230 to 996 px ?
This same with tablet width , and all this from template configuration. No code hacking.
