After updating I see Basic settings on every tab

Hello,

after the last update when I create NEW module from NSP I see the Basic settings options under all of the other options. Regardless what tab I click, I always see the this options, below or above. What is wrong?

Here is an example when clicked External files;

I just noticed. Only newly created NSP modules act strange. The old ones are ok.
