2 things please

Firstly I want to reduce the gab between the main menu and then artle area below as shown on the picture i have provided please

Secondly I want to have an article on the home page but cannot see the option in the template manager > basic settings to do it.

To have an article You need to set home menu type as layout article, than make sure no module is published in mainbody, that's all.

Image was not attached so I cannot help with the second problem.

also i got the article to show as you suggestion but there is NO white background. how to solve please?

About background I'm guessing You have a page class suffix of "nobg" attached to this page item. Please try remove it in template settings.
