How to disable registration form?

I am using the university template and i am not able to disable the registration for new users.

In the users options i disabled new registration.

But if somebody logs in with the wrong username or password the new registration page turns up.

Could you check whether the same happen on default Joomla! template like Beez ? I don't think that this is template issue but probably Joomla problem - as I remember the form may be displayed but user just can't register when registration is disabled and this is how it works on Joomla.
